Job Description

Our client seeks a Technical Lead for their Resolution and Deposit CompensationDivision. Role Profile: Lead the FSA's Resolution Division (which supports theFSA in its role as the Island's Resolution Authority) through strategic andoperational planning, and manage the day to day operations of the Division andits staff. Working with Government as required, lead on the FSA's work inrespect of the Depositors' Compensation Scheme. Represent the FSA at relevantinternational fora, for both Bank Recovery & Resolution matters, and DepositCompensation. Key Responsibilities: Lead on the functional and regulatoryrequirements (including those under the Bank (Recovery and Resolution). Act 2020and any associated secondary legislation) of the FSA's Resolution Division,including supporting the management of the FSA's Resolution Committee (RESCO)meetings. Develop an annual operational plan for the Resolution Division. Manageand lead the team, initiating developments to process efficiency andeffectiveness. Ensure the policies and procedures of the Resolution Division arecomprehensive, fit for purpose and up to date. Ensure that 'rechargeable' work,under the Bank (Recovery and Resolution). Act 2020 and associated regulations,is justifiable and suitably recorded. Assist the FSA's Finance team to convertthis worked time into an overall cost of the resolution function, which is to berecovered by levies / fees on banks. Keep abreast of developments andinternational standards covering bank recovery and resolution arrangements.Contribute to the future development of the Island's relevant regulatoryregimes. Develop, agree and maintain resolution plans for agreement by RESCO(including strategies and resolvability assessments) for banks in the Isle ofMan, in consultation with the FSA's supervisory staff and home resolutionauthorities where appropriate. On behalf of the FSA as the 'ResolutionAuthority's assess the recovery plans of banks in conjunction with the FSA'ssupervisory staff to ensure that such plans are acceptable to the 'ResolutionAuthority'. Oversee the management of relevant risks and controls within theResolution Division. With support from others across the FSA ensure the purpose,aims and performance of the Resolution Division are suitably communicated andpromoted to key stakeholders. Build strong relationships and co-operate with theBoard and CEO of the FSA, Chair of RESCO, the Isle of Man Government, localbanking industry, supervisory staff of the FSA and relevant internationalresolution authorities. Working with the Isle of Man Government as applicable,lead on the FSAs work in connection with the review and development of the Isleof Man's DCS, with reference to international standards on deposit insurance.Build strong relationships and co-operate with the FSA Board and CEO, Isle ofMan Government, local banking industry, and relevant international depositinsurance agencies. Represent the FSA and the Isle of Man at relevantinternational fora for deposit insurance. Key Skills and Experience: Hold aprofessional qualification.
